A custodial meltdown is underway as ministers quietly consider one of the most astonishing sentencing shake‑ups in modern history releasing prisoners on HOUSE ARREST after serving just ONE‑SIXTH of their jail term.

The Ministry of Justice, drowning under the weight of an overcrowding catastrophe, is now so desperate that officials are openly discussing sending offenders home with electronic tags long before the public expects them to walk free. What was once unthinkable is suddenly on the table but the plan would see thousands of inmates many sentenced by courts expecting them to serve real time pushed out of bursting prisons and into living rooms, monitored by curfews and electronic bracelets instead of bars and officers.

Insiders say the system is “buckling beyond repair”, with emergency measures already activated and prisons so full that staff are warning they are “one incident away from collapse”.

The crisis has been fuelled by record numbers of recalls, many for NO new offence, as probation officers are forced to drag people back into custody for technical breaches because they have no other tools left.

Now ministers are staring at a prison estate that simply cannot take another body.

Victims’ groups are furious, calling the proposal a betrayal of justice and a slap in the face to communities who expect sentences to mean something. Officers say the idea is a political firestorm waiting to erupt.

Even some MPs admit privately that the public will be “outraged” if prisoners begin walking free after serving barely a fraction of their time. But behind closed doors, officials are panicking. Overcrowding is at rising again and fast.

Rehabilitation programmes are collapsing. Staff shortages are crippling daily operations. And the Government is running out of options.
